Starting September 1, 2023, if you're an employer applying for an Employment Pass (EP) for a foreign candidate, you'll need to verify their educational qualifications, but only if the institution isn't listed in the Ministry of Manpower (MOM) application form’s dropdown menu.

This applies to both new EP applications starting September 1, 2023, and renewals starting September 1, 2024. Employers will need to use MOM-approved screening providers to confirm the qualifications and submit the proof to MOM.

If your candidate holds a post-secondary diploma or higher, you’ll need to verify their qualifications, unless the institution is already approved by MOM or the qualifications don’t count towards the COMPASS (Complementarity Assessment) points.

If you're a foreign professional, manager, or executive making at least SGD 4,500 a month and applying for an EP, your educational qualifications will need to be verified. This rule applies to new EP applications from September 1, 2023, and renewals starting September 1, 2024.

S Pass Applicants

If you're a mid-level skilled worker earning at least SGD 2,500 a month, education verification is still important. While it might not be as obvious as with EP applicants, employers still need to confirm that your qualifications are valid and from an accredited institution.
